The raft gives you a thin, and stable print surface that spreads the adhesion over a large surface area, and your prints then stick to this raft. and with almost every print I will print a raft that is typically 3-6mm bigger than the contact area of the part I am trying to print. The last big contributor is the contact area. This stress and warping can cause the parts to lift off the base. if the filament is printed at a very high temp, and the base is cold, then you get a lot of stress and warping during the print, especially as the thickness and fill density of the parts to up. Make sure the print base is clean, without contamination (oil from your fingers, etc.). I used pictures of the building and my letters in Corel superimposed to show the customer and get the job. On installation we set up the masonite pattern in 8 ft sections and drilled holes in the stone wall for each letter. I took all of the letters and nested them on sheets of 1/4 AL and cut the letters out and had my local welder TIG on studs at the drill hole points. Printed the whole sign out on a plotter and glued it to sheets of masonite. Did the whole layout in CorelDraw and put in the mounting holes on the letters. I once did a building sign (40 ft across ) consisting of letters 24' tall. If it won't import into CorelDraw (and some DXF files won't or come across funky) then you may need to go the CAD route and print it out of the CAD program. The scaling on DXF is very accurate and the printout will be accurate at 1:1 If you can import it into CorelDraw you can print it directly from CorelDraw.
